Position Summary
Under the general direction of the University Corporation Director of Human Resources (UCorp DHR) this AAS II/UCorp HR Generalist position is responsible for assisting in multiple financial activities relating to the unit’s biweekly employee payroll functions, and health benefits and insurance coordination. This includes timely and accurate reporting of payroll data, compliance reports, benefit administration for the organization’s employees, and reconciliation and maintenance of associated benefit and payroll accounts. This position will support UCorp’s Human Resources Department by staying abreast on best practices, legislative changes and trends with the HR industry specifically compensation and benefits. The incumbent will assist with classification and compensation reviews for employees of the non-profit entity to ensure equity in hiring, promotion and retention. The incumbent will also oversee, with direction from the UCorp DHR, the new employee onboarding process, ensuring coordination across units, including the University Human Resources, project directors and UCorp personnel.
Position Information
UCorp HR and Payroll processing:
- Responsible for the administration and comprehensive coordination of the human resources program for non-state employees with the University Corporation, a separate employing entity from the University, including hiring for UCorp projects, consulting with project directors about position descriptions and proper classification
- Overseeing the hiring process, meeting with new employees and conducting training regarding UCorp policies and procedures; reviewing all employment forms for completeness, accuracy, and proper authorization; coordinating simultaneous employment with the University; making changes to employees’ records as requested/authorized; keeps payroll informed of additions, deletions, changes to employees’ records and administering payments made to special consultants (University employees) via payroll.
- Processes and approves time reported via ezLabor(ADP) prior to transferring to payroll via ADP for processing: ensures time reported conforms to current employment; verifies availability of paid leave, as required: reviews payroll register for accuracy and completeness and conveys changes/adjustments to payroll; and authorizes release of paychecks.
- Initiates the process for manual payroll checks for UCorp employees as required; initiates stop payments accordingly and works with payroll to ensure all manual adjustments are recorded in ADP correctly.
- Maintaining employee files as to ensure accuracy and compliance.
Benefit Coordination
- Monitors and tracks benefit eligibility status for employees that are benefit eligible.
- Plans and coordinates the open enrollment process for UCorp, including an annual comprehensive assessment of UCorp’s benefits packages and various programs to ensure that the plans meet employee needs and the unit’s budget.
- Administering health and welfare plans with the assistance and approval of management, including enrollments, changes, and termination.
- Answering employee requests and questions. Resolving benefit-related issues.
- Acting as a liaison between employees and insurance providers.
- Working alongside the payroll accountant regarding overseeing benefit deductions and additions to the company’s payroll system (ADP).
- Assist with reconciling benefits statements.
Compliance, best practices and legislative changes
- Respond to third party requests for information and required surveys, with regard to personnel/payroll items
- Maintains compliance with CSU, state and federal regulations: recommends, develops, documents and prepare, as required those
- changes regarding labor issues; monitors mandatory statutory benefits and provides information/direction to employees requesting
- assistance; processes/monitors claims for unemployment, SDI, and workers compensation; maintains Safety Program and employee
- manual; and manages issuance of annual W-2’s, and responds to applicable/subsequent questions.
- Assisting with planning and training presentation
- Assisting with policy development and documentation.

Minimum Qualifications
- Under general direction, performance of administrative and/or program leadership in a large and/or complex organizational unit with broad impact. - Independent determination of approaches to project and priorities. Work is reviewed against overall goals and objectives, with full accountability for results.
- Use of appreciable judgment in the development of policies and procedures related to issues frequently not covered by existing policies and procedures. Precedents and policies to guide development activities may be available for reference.
- Use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
- Serve as the prime contact for the program, specialty, and/or organizational unit. May manage relationships with outside entities or agencies and manage sensitive information and situations.
- May oversee day-to-day program or organizational unit operations and provide lead work direction to other professional or administrative staff, with accountability for results.
- Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
- Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
- Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
- Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
- Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups.
- Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus
Preferred Qualifications
- Minimum of a Bachelor's Degree OR equivalent combination of education and experience in a complex executive-level support capacity.
- Familiarity with and general understanding of Human Resources regulations, rules and requirements.
- Minimum of 3 years’ experience working with and processing payroll.
- Demonstrated knowledge, experience, proficiency and success in applying the full Microsoft Office Suite applications, e-mail and internet-based systems.
- Displaying a professional manner and maintaining confidentiality. Experience in anticipating possible unforeseen problems and using sound judgment. Strong commitment to customer service, with a proactive and positive attitude toward assisting others.
- The application of sound office management practices.
- Knowledge of ADP software.
- Experience in the customer/client experience with an emphasis on problem solving and resolution.
